Hours are sold in pre-purchased buckets, valid until fully utilized. Work will be allocated from these hours. Transparent tracking via Project Dashboard.

Billing: invoice upfront for XXX-hour block. Notify at 50% and 95% thresholds. Work stops at 100% if next block not paid. Payment of a block = acceptance of previous block deliverables.
